I am pleased to submit on behalf of the University of Georgia and Albany State University, a report by the Roosevelt Fellows who led the issue framing session at the Public Policy Institute at the Carter Library on June 10, 2006.  We are most grateful to Gabe Allen, Jennifer Oliver, Elizabeth Kirby, Lindsay Looft and Deep Shah who have taken leadership in identifying a pressing issue, beginning the framing process, and preparing this report.
